While that may be a good idea...A month is a long time to have to wait to even see if you will have more people to contribute. Especially like Halo1 xbox. Everyone knows there aren't many people left that mod it. I'd be annoyed if I had to wait another month JUST to see if somebody else would enter the MOTM for Halo1 xbox. Now, I will admit winning by default because of lack of entrance is also kind of weak...it's all for fun. So in conclusion, I think the way MOTM is handled is just fine. Like I said somewhere else, there is always a pro and con to tweaking rules of something. Of course, they should be allowed to compete in the next competition that fits the themes for their mods.
I'm guessing because they are different platforms. Each mod competition inside this MOTM is categorized by which platform it was modded for. Also, if you grant those two into the same category...it would be unfair.
