Can u change the amount of guns u start with in a sp level(or mp for that matter)?

not that anyone is aware of. I think 2 is the most cause its encoded into the halo netcode. However i did see a guy who made a mod and was carrying 4 diff guns. He never told anyone how he did it.

nope, actually, there's a new weapon plugin somewhere in between alpha/beta that allows for more weapons. trust me.

That would be sooooooooooooooo sweet. If you could carry 4 guns you could just shoot the shit out of grunts, no matter how many of them came out you. I dont know why, but it's more fun shooting a whole bunch of little aliens than just a few big ones. Post more info about it please.
