Changing TV Channels from a PC with an IR Device

A friend of mine is looking to set up a way to change the channels on his TV through use of something like an IR Emitter. He's hoping to enable himself to view streaming TV through his computer from any other. Streaming works fine, and with the standard cable line he can control the channel, but he's using a satellite box or something. Suffice to say, he wants to purchase an IR device that will function as a remote that he can control from his PC. Does anyone know where to start on something like this?

wait, so what does he want the remote to do? does he want to have a physical remote that jut has good enough range to get the tv while sitting at his computer, or does he want to change what the computer's streaming via remote?

i'm sure if he was willing to learn, he could get some IR LEDs and a programmable chip and make one, he'd just have to have channel +/- buttons, then code the chip with the IR codes to send, but i've no clue how to do that.

The latter. He would have an interface which he could use to change the channel from a remote location. I'm aware it is possible to do, I am asking if anyone knows how to do it, or where to find the information. The short version is that I want to know what hardware to buy to perform the action, that's about it.
