Ranking System
Does anyone know exactly how it works? Like lets say you have very low EXP you're high skill will go up faster? And does anyone know what counts with you and against you?
That didn't make much sense grammatically; the first question, that is. Did you mean "If you have low EXP, but a high skill, will your rank go up faster"? Short explanation of how ranking system works:
The more games you play in a playlist, the slower you will rank up/down.
Beating a higher rank then you will get you closer to ranking up.
Loosing against a lower rank will get you closer to ranking down.
Mixed parties will slow down the ranking process.
XP has nothing to do with how fast you rank up, although people believe it does because when you play a lot of games, its hard to rank up.

EXP and Level have no correlation concerning difficulty of advancement. Having high EXP will not change anything concerning level. A high level will get you matched with other high levels, which you could argue provides more of a challenge to win and gain more EXP, but the game does not change anything at all when you have a high level. You get the same EXP if you win or lose at level 50 as you do at level 1.
For the sake of clarity, let's refer to the three different items in a clear manner.
Rank would indicate military rank.
Level/Skill would indicate your numerical skill level in any given playlist.
Exp would indicate your quantity of experience points, obviously.
Using "rank" to indicate the level in a playlist just adds confusion when multiple people refer to it differently, and it makes it difficult to distinguish what people are talking about. These are how Bungie refers to them as well. Rank means the military rank, not your skill level number.

The MM system really works I guess. I played with my friend in team doubles to try to get him a level 50 but he wouldn't go up and I would go up dramatically. I would let him get all the kills and I would still go up while he didn't. Then this one game I lagged out, he won, and I went up he didn't. I guess it shows the real skill because he is decent at best which would be around 30 in Halo 3's case, so I think it works.
Also, EXP has nothing to do with how you level up because and if I ever play ranked, I still go up easily and I have somewhere around 1200 exp. This is on high levels like Double Team which I am a 45.

The Halo 3 Ranking system is different per Matchmaking Playlist. Leveling up or down with speed depends on how many games you've won and lost in that playlist. If you've won over 50% of your games in a certain playlist, then you should level up fairly easily. If you've won over 85% of your games, then you probably won't level down for a few games and you'll level up 2-3 times in one game.
This is pretty much the True Skill ranking system. If you've lost many games in a certain playlist, and then all of a sudden you start winning, it thinks you're boosting. You have to be playing with people higher levels than you to beat better people, to show that you're getting better. You have to keep winning until your Win/Loss ratio evens out, or until you have more wins than losses. Once this happens, you will start ranking up regularly like everyone else.
Also, your personal stats for a game do not affect anything. You could have a new account, and go negative 10 for 50 games in a row, and if you won every game, then you would level up.
