Download all of them in order. I had all of the .NET Frameworks 2.0 and above and I couldn't run this one application that required version 1. Install them in order. Including the service packs and it should launch.
I installed Windows XP SP2 on a computer, loaded it solely with 3.5, and can run all of the applications. The most recent framework supports all previous versions.
If you notice, he never specified his error. The framework is not the sole cause of crashes on startup, so to assume that the version is his problem is quite abstract.

That's odd... I had 3.5 installed and I tried to run this application that required Framework 1.1 and it didn't work. I installed 1.1, and it worked. Must be Vista.

Well, I had the same error when trying to launch Prey's Profane tool. Someone told me to update my Direct X and it worked. I just checked it and I did not see anything in the program director related to Direct X. I guess you cannot really tell if an application uses it or not.
