I'm confused..

This is what I am thinking:
Anthony & Shade can resign maps, gametypes, crap like that

Do I have the right idea?

Yes and no they can resign the user maps (the ones made in forge) and gametypes. No one yet can resign the actual map files. As far for the people that can resign:

DeToX
Veegie
Shade
Anthony

I am missing some but honestly i don't feel like tracking down the post of anthony 37 pages of posts. The reason why is because these people are trustworthy and will not leak the maps and are especially intelligent with modding halo 3. Also commonly known as the cool circle, no just kidding

To be honest, the only people who have the resigner are Anthony and Roofus (Roofus doesn't visit here). Veegie, Shade, Detox, and others who are associated with Anthony are able to use the resigner, but do not have free access to it on their own.

They have a resigner for CON formatted container files, which store films, Forge variants, gametypes, and other user/console-generated content.
