would be able to swap bitmaps with bullet holes to make a spray paint that will put a picture on the shot wall

I've had this idea before. All you'd have to do is find a projectile whose impact or detonation effect leaves a decal ([deca]). Then swap the bullet hole decal with a blood splatter decal (human for red, bugger for green, elite for blue, hunter for orange).
IIRC, I think the decals only show up on the BSP.
