Well spoken. I feel that the part about bias czars addresses the PC issue the best. It would be extraordinarily difficult to find someone who can look at such an ancient system, and say a certain user is an outstanding user. However, when you break up the word out-standing, the rules are clear. It's a mod that stands out from the others. That in my opinion, at least for PC shouldn't apply to the old mods. They were mods that stood out then, and rightly earned their titles, but there are also still mods that stand out now. Plus there is also CE modding, which gets almost just as little recognition. If possible, finding a PC/CE czar might be appropriate. Just one guy that will keep an eye out for widely accepts maps and mods, then provide the appropriate emblem as an "outstanding" mod is posted. Granted that the emblem would be a rather difficult one to achieve.
Now I kind of feel bad for Halo 2 modding. I'd like to see it come back.

The flag emblems aren't so much emblems, as they are an efficient way that flows with the forums layout that says "hey, I'm from here"...Lots of people abuse them, and thats OK too...Canadians tend to be super patriotic, even more so than crazy Americans...I like the fact that I'm Canadian, and I like the fact that others know it, and go "hey, Forge is Canadian, I'm Canadian too, and I didn't know that"...It's pretty common to hear Canadians tell others that actors/singers/etc are Canadian, because we feel it's important in an American dominated society that others know we make a difference...The flag emblem lets me do that, and feel a close bond with my Canadian brothers...
Yes, Halo PC was completely neglected for emblems, because you need to focus on where your members are, and you need to have clear cut czars...When emblems came out, the majority of the members were interested in Halo 2 modding...Go to any of the download forums for any of the halo variants...How many threads there have had a post in the last day?..The last week?..The last month?..The PC forum is much more active now than it was two years ago...Two years ago, there was a good chance your mod would be off the first page of the H2 downloads forum within days if it wasn't popular...It
I have to agree now with Iron_Forge and Shout on the HPC emblem situation. I think one or maybe even two people could keep at look out for a mod or something out of the ordinary that may catch the attention of a large number of users in the PC/CE sections.
I was also was thinking. Would it be possible to give emblem control to certain users not of the Staff platform? Reason I ask this is because, would it not minimize some of the bias? I'd say so. This also keeps the staff members to a nice size while making the emblems more accessible...IF NEED BE. Personally I see this as a good idea that could potentially benefit some of the problems addressed here.

I think there are a select few users who are czars.
Staff members are not given control of emblems because they are staff. Being staff has nothing to do with control of any emblems. I can tell you, as a fact, that staff members do not have some overriding ability with emblems. I know several people who had/have control of emblems who are not/were not staff. I don't know if they still do or not, as that information is not public, even to us, but there's no cause-effect relationship between rank and emblem authority. Staff don't have any special powers with emblems at all.

Nobody insinuated that you should have. Your post made it seem like you were under the impression staff controlled emblems. There was no information to suggest that, but you assumed it, just as there is no information to contradict it. You had no way of knowing, but seemed to take an idea about the situation without solid information.

Now now, I wasn't saying somebody suggested I should have known. I was simply asking how I was to know before these very posts. Mainly because, there might have been a statement somewhere I never saw stating Staff were the only ones to hand out emblems. The information has been cleared that there was no information standing for my assumption nor against it. My apologies for not making it more clear that I was simply asking a genuine question without sarcasm following it.

The only power ALL Staff share on emblem giving is the Reader's Club Emblem. If you want it, set the amount of time you want it for and PM me and I'll be happy to oblige. I go by monthly increments.

My post follows Tural's/Cuda's on the RC emblem, it also replied to Forge's. I thought it was obvious but aye, I failed, as I was stricken down, to the ground. I won't bother re-explaining though.
