making icons?????

im making a new icon for halo and i cant get it to work, i made a 48x48 image, saved it as a .ico file format, i right click halo, properties change icon browse i find my icon it says, no icons contained in the file or folder or something along those lines. i gotta run i got school.

i've used a piece of freeware called icon art to make icons before. if nothing else works, google it and see what you get.

ive used google like a billion times but it doesnt tell me much like what to save the image as then w/e i do after that,
