If this is outstanding then this site needs to catch up with the rest of the scene......this is a normal HaloPC.net standard mod.

Plus, it's not actually uploaded onto this site.... just a link to HPC. :)

DECOY already gave enough reason for this to not be in outstanding. While it's a good mod, it's just a harbinger click away nowadays.
