Yes, it's in the rules that bumping is not allowed.
However, it's ok to bump in the outstanding section. I've been here for a while, I think I know the rules.

..btw, isnt this the model of the deagle with the stray vert on the back but hidden by the skin? i think i downloaded this awhile back but im not sure... but its still a excellent model none the less. i used it in this vid to kick someones butt in a 1v1 some time ago...

A noob isn't the person, it's the person in another person's perspective.
For example in some sort of mmorpg, a level 14 may be a noob to a level 67, but a level 67 may be noob to a level 141.
