You gotta give us some info...are you:

Looking to get a Vista or XP based system (or PC vs. Mac for that matter)?
What will you be using this PC for?
A fan of any particular brand when it comes to parts (ATI vs. Nvidia, etc)?

3500 is well over enough to buy a great media/graphics/gaming computer..especially with XP. I don't have the knowledge to recommend much to you, but I'd start looking into lesser known computer companies like Voodoo...Though their cheapest is still a little over your budget. Though it's something to consider.

I won't be participating, but I will recommend you buy an Apple Cinema Display if you have some cash left over that you're willing to spend. They have amazing picture quality and work on PCs.

yeah im just checking because i thought he might have thought your link was a computer itself not just a way to display picture.
Well i did my best and found the best pc i could see on building.
unless he upgraded the ramm in the pc higher seeing as the mobo supports 32gb of ram.

nVidia 680i SLI LT

Graphics Card: $1130 (NewEgg)
nVidia GeForce 8800Ultra (x2)

G.SKILL 2GB 240-Pin DDR2 SDRAM DDR2 800 (x4)

Processor: $280 (NewEgg)
Intel Core 2 Quad Q6600 Kentsfield 2.4GHz LGA 775 Processor

Sound Card: $136 (NewEgg)
Creative Labs 7.1 Channels PCI Interface Sound Blaster X-Fi XtremeGamer Fatal1ty Professional Series

ASUS Vento 3600

Power Supply: $379 (NewEgg)
Thermaltake Toughpower 1200W Power Supply

Hard Drive: $320 (NewEgg)
HITACHI Deskstar 1TB 7200 RPM SATA 3.0Gb/s Hard Drive

Monitor: $379 (NewEgg) (I'd go with dual, but you can't have Dual-Monitors with a SLI Stepup. Unless, of coarse, you have the second monitor hooked up to a seperate [not-SLIed] graphics card.)
SCEPTRE 1080p Black 24" 2ms DVI Widescreen LCD Monitor

Keyboard: $68 (NewEgg)
Logitech G15 Gaming Keyboard

Speakers: $87 (NewEgg)
Creative Inspire P7800 90 Watts 7.1 Speaker

Operating System: $140
Windows XP Professional Edition 64-bit

Grand Total: $3633
Grand Total (With XP): $3733

(You would probably shave off about 100-150 if you get the 8800GTX 768MB)

Updated with links to all the parts.
