change the ai weapons?

i was wondering how to change the weapons that the ai spawn with in campain I.E. all the grunts have fuel rod cannons. and how to change the enimies that spawn like instead of having elites on cario station, i would put the brutes there. if can someone help me out, it would be much appricated
