I don't think it does because your not modding anything in Halo CE, your just making custom maps, which is legal.

The whole "Expanding the story" thing is virtually impossible to enforce. They couldn't fight a case in court such as "They're using their imaginations to create a fictional, expanded story! GIVEZ US MONEYMONEYMONEYMONEY!"
