HTM3.5, help

i recently downloaded this: HTM3.5 and after i unzip it i got to open it,
it says: the program fails to installize properly, than it closes down.

HELP!

you need microsoft netframework 1.1
im pretty sure thats what its called

just update your computer
if you have XP then go start then all programs and at the top it will have windows update
click that and go from there
