I figured out why my mod freezes, but how do I fix it?

When I start up the game I time freeze it and view both the AI's. One of them is fine (the top of the char tags in the scnr tag) But the other goes transparent and freezes after maybe two seconds. This can also happen to the elite, it just depends which char tag is higher.
