And why would you need them to work on XP? To get the programs and maps legally, you have to buy H2V. It would be easier to just edit the maps on Vista, then convert them to the Xbox format.
Unless you buy H2V without having Vista, in which case it seems like a waste of money, in my opinion.

It would be pretty hard to optimize the data in the tag groups in the engine's current retail state.
