Okay guys, you are close here, but not quite. I did this a year ago.
Clone a vehc (Vehicle Collection) tag and rename it to "multiplayer\single_vehicles\pelican". Change the only dependency in it to the pelican. Then the vehc has a permutation. Set it to "attack".
Then it works perfectly. And the pelican will actually respawn.
Add it through the Netgame Equipment reflexive. Just don't hit floating or it will keep spawning as soon as it drops.
Don't do a Hlmt swap. So many other bugs could happen and it doesn't work perfectly. (Anyone remember the swaping elite helmets?)

Okay, my plugins are kind of outdated and I don't really understand where the bitmask you're talking about is at; could someone please post a picture of where you relink the rocket pods to the co-pilot. And FYI Lestafreak, I did spawn my pelican through the VEHC, so no, the way I did it was not improper, merely an anomaly in the normal matter of doing things.
You can link the front gun to the passenger but not the rocket pods.
The rocket pods however can be fired by the pilot...
