Delta Halo
I discovered this cheat by myself, and I told my friends. Go to the level Delta Halo(the one where turrets are shooting at you in the beginning). Kill all of the turrets. Now go to the one that was closest to you at the beginning. You will notice an ark which you walked over to get there. Go back over the ark. Jump on to the liddle bump you find.
The mountain side will have a weird angle. Jump onto it. For some reason you don't fall. Walk up the mountain. Just keep walking... and walking... and walking.
Eventually you'll see a lake, and a patch of nothing. Don't walk on the patch of nothing. You'll die. Then go to the right. At the edge where the two mountains meet walk down. Try not to die. You'll have skipped about half the level, and all NPCs will be gone. If you look at a holo-projection of the Prophet it shows an empty chair.
The rest is smooth sailing. Finish off the level. There's no point in using this in less than Legendary, because the Heroic > are pretty easy. The first part might be a little difficult to understand.

I remember when The Vector Kid got up there and manipulated some load zones to start the pelican punting revolution.

I don't believe so, I think it works just like the Arbiter's camouflage. If you progress through Delta Halo you will eventually come to a large structure. You can find a door blocked by a big stone block. A few grenades or rockets will move the stone enough so that you can fit past it. There are two plasma swords and a few grunts in the room. Go through the other door in the room and you'll be led up to the platform containing two cloaked dancing elites and the Envy skull.
