They don't make their visual quality in correlation to the 'standard'. They simple do the best that they can do. Also, I don't understand what you mean by "res".
Do you mean output? Because output isn't exactly something they plan for. It's something they design for throughout their entire working pipeline. It's a standard.
But then again, you could have meant texture resolution. But even then you would be wrong. Texture resolutions are pre-determined during the initial creation. Designing a 2048x texture that can always be downsized to lower resolutions would be a complete waste of time. Going out of your way to use that texture space to the absolute limit, adding details etc. that would be lost in an obvious forthcoming downsize would be an absolute waste of time.
