You don't need .Net Framework but VB6 Runtime.

You can find VB6 runtime here :

- New awesome RS for bitmaps.map :
Add your skins in a ppf named bitmaps1.ppf, bitmaps2.ppf or bitmaps3.ppf then just use the new RS bitmaps1, 2 or 3 .bat to switch skins

I'm not quite sure what that thing is, and if it is even downloadable.
