Well...Work's been insane lately...I don't get around to the forum as much as I'd like to...But, since I'm known for it, I thought I'd add my thoughts here...
I'm actually not against unique avatars at all...I think a small 80x80 image under 15K can make your post stand out as your own much quicker than your name can, especially if it is unique...Rule breakers are what really hurts them, much like sig violators...When you have giant avatars (resolution or file size), or animated ones, they become a distraction, and end up just being busy work for moderators...We have enough of that...Personally I'd much rather see avatars allowed, and image signatures disallowed for quick recognition of people...If your post is remotely meaningful, it's probably long enough that the avatar doesn't effect the size of the thread at all, unlike sigs which always add scrolling length, and must be skipped over...
As for being more lenient on sig violations, I'm of course against this...I don't see the point...I've never really seen the point in sigs, but the sigs currently made within regulations seem fine...I know some people complain they can't get their really cool sig small enough given current restrictions, however it doesn't matter what the restriction is, there will always be people who have this issue, which leads to scope creep, where sigs periodically get larger and larger...As for just "allowing sigs" as long as they're close to the limits, I'm against this too...The rules are set for a reason...If the rules are 75K, and your sig is 77K, and "77K is acceptable", then the rule should have just been 77K in the first place...If you start allowing things that are close, you get a grey area in the rules, and that leads to accusations of favoritism...Where one sig is allowed because a staff member thought it looked cool, and another wasn't because it looked stupid, despite being in the same grey area...Halomods has had enough of this kind of bickering in the past to know we don't want to go back there...
All good intentions aside, I don't see an official contest ever working well...I just see this as history repeating itself...Several times contests have gone away...Several times people have brought them back stating "this time, this time it will be different"...And it might even work for a contest or two...But sooner or later, accusations of unfairness will present themselves (usually by myself), and the contest becomes one giant drama, and they go away again...I know it sucks, but at least with unofficial contests, you can say "its my contest, I'll run it how I want, this is who can play, this is the rules this time, and this is who wins"...With an official contest, it just doesn't work...Judges are biased on what they think makes something good...The public is swayed by their friends...There's no way around it...
I do have some ideas on the outstanding mods forum, which I think could bring back some decent interest in it...But they'd require some pretty major changes I don't foresee happening...For now, I guess you just need to realize those areas are biased by staff...It happens, everyone

Anyways, responsible people would be people who have proven themselves to be competent, kind, fair, and other things. I'm not going to point out a bunch of specific people and exclude others. I trust the people I am talking about would know who they are

If you add a theme in phpBB, you also have to add whatever mods you have on your current setup to the new theme.
