action replay

I'm not sure if you guys count this as "modding" but When I'm using action replay there are "power saves" that people have created and there realy awsome.So, my question is how do I make these awsome saves?

P.S: this kinda goes with modding because I donloaded a few that let me do weird thing's that were beyond action replay.for instants I had extra vehicles and in another one I had a FLAMETHROWER.someone PLZ explain.One more thing, I do not have a modded xbox1

you cannot not make these 'powersave' mods unless you have a modded xbox. The people that made them had a modded xbox and just modified the single player map and put extar junk on them.

you sure?i heard they all used a program called save editor but i didn't want virusus so i didn't download it but apparently youcan get it on cd as well.Without a modded xbox....SO....?

Maybe they did, just download the program and try it.
