Making anyone fly the hog

ok this is really stupid. Im an average modder and my friend told me to make this and I dont know how. How do you make it so anyone can fly the hog fromthe side seat?

all you have to do is check the flying check box then goto the passenger's seat and check driver

im using h2 edit and the flying checkbox doesnt show up, is that for dot halo or another program?
