No, you can chage the water level for Relic in Entity, I just did it. It works for all maps with water levels. Here's how to higher-or lower the water level in Relic (dune.map)
-First off, open your map in Entity. If you don't have Entity, grab it here: http://haloplugins.com/index2.php?view=entity
-Then, once you have Relic (dune.map) open, go to the sbsp tag and open it, then click on the only thing that should be there (scenarois\mulit\dune\dune). Then, at the top right of Entity, click on Tools>Meta Editor. Then, once you can see the Meta Editor, scroll down to where it says Water, then click on the fist chunk (0) and go to where it says Water Level and chage it. Look at the screenshot here (note, make sure you click Save after chaging the water level):

Note: I tested this and it works. I would post I screenshot here but I can't right now. Also if you chage the water level, make sure you also move the deathzone (under the water) and the fog (also under the water) to complete the water effect.

Someone in a thread somewhere made the comment that it's easy to add water to a bsp now with the newer Entity releases (you'd have to add water from dune, zanzi, or headlong into coag if you wanted to flood it) but I haven't seen any instructions on how to do it yet. I tried just copying over the reflexive in the bsp once, but it just made the map freeze.

I believe that it has to do with the BSP raw data 3. Basically you have to take it fr the BSP he raw data number three from Zanzibar and put it into the map that you want. It can be done through hex but I'm not sure about entity though.

There's one here, but it's a hex thing, and I have no hex ability whatsoever.
