wouldnt you have to just replace the bloodgulch.map file because the bitmap.map file is separate to the bloodgulch.map file.

Templar there is no way that it is the speed alon that is doing this. I had a similiar thing happen to me also. I foud it was becuase i accidently messed around with the weight. YEah do as the other guys said. Delete this bg then copy your back up over it then reinject the skin. If it is still F*(&*$ up i suggest reinstalling Halo. If in some impossible way it is just the skin i have no idea what t say since that has no connection with the physics of the hog.
