Halo CE server issues

Can somebody tell me why I only get 10 server on halo ce when all of my filters are set to any. Also my friend which is using the same wireless network as me is getting 48 servers, and I have 1.5 mbps qwest DSL.
And on the 8th day god said let their be HALO!!!
