The camo pelican is a novel, common and not to mention an easy idea to produce. Twenty Seconds in photoshop and maybe some careful hue/sat and over/underlay techniques and your done.
Example: I released a minor bitmaps overhaul (mostly for AtoCR, but 'bitmaps.map' is a common file) for "Silver and Gold" (the thread long since retired and the PPF and Screenies links long since dead) that included an artic-camo pelican, warthog and scorpion tank.

and One of the screens from that Skin, if you look near the bottom you can see the tank and warthog skins in their intended environment
What I'm trying to say is: There isn't any point in arguing over who's idea it was first, because, quite simply, Camo is easy...And everyone thinks "hah I'll do that cause no one has done it before...eh..right?"
