The Halo Editing Kit is pretty much for all fully custom created content. Since...well...it's the...official editing kit.
You forgot BlueStreak I think. The maxscript by TheGhost that allows .jms exporting in Gmax and 3ds Max without Blitz. Beats the crap out of chimp, and works for scenery/weapons in Gmax.
