There are no evelopes from other bones intersecting with any of the helmet vertexs I see though. and all teh helmet vertexs move with the helmet just the jaw area seems to drag along but it moves just not all the way so the helmet stays in shape.

Yeah I think the head is 2 different parts look in this picture. I belive these are the different top and bottem of the head. So how would I make the entire head then connected to the same bone?
If you're using the physique modifier select link, then select the head. In the mod specs on the right there should be something that says "deformable" and "rigid" check rigid and uncheck deformable. That should fix your dragging face...
