Need help very much

Ok I am a noob obviously and I have no idea what so ever on how to mod I download a few maps by clicking download don't know how to get them to work at all and dont know how to get any other kind of mod to work so if anyone could explain or give me a link it would be very appreciated

Then go to the newbies forum (above this one) and you'll find how to patch the maps.

Do you have to have a mod chip to do any kind of modding I kind of want to have move fast in a game or something but only in an unranked game and I want those levels that seem extremely fun so do I need a mod chip?

Yes you do need a Modchip or Softmod to do modding.
