What program do you recomend to skin in Halo PC?

Finish a new model/mesh? Got something you're working on? Finish a new map? Here's the place to post it for feedback and whatnot.

Photoshop is probably the easiest, but it costs alot of money.

Photoshop Elements runs from $80 to $100 bucks, cheaper and better (IMO) than just plain Photoshop.

If I'm wrong, correct me, but I think Photoshop is the only graphics program availible that offers the .dds plugin.

I may be wrong, but isn't one of the diffrences between Photoshop Full edition and Photoshop elements that elemnets does not have the History bar? what else does it lack? History bar has saved me so many times.

Wingimp? As in The GIMP? You could use that but there is no dds plugin.

Yeah, but Elements has the back button which is effectively an easier way to delete from history.

Photoshop is WAY better than Photoshop Elements...IMO. Especially if u know what u're doing. Elements doesn't have some very kool features that Photoshop does. Trust me, i've been using Photoshop for roughly 6 years now.
