Problem with Signature Encrypter

I can't get it to open. I keep getting this error.

The application failed to initialize properly (0xc0000135). Click on OK to terminate the application.

I heard you need .net framework, but I can't find the right version.

Don't double post or bump for at the VERY least two days.
Yes you need the .Net Framework. Download and install the newest version. Now programs will work.
