What program is used to make Custom maps/weapons?

Can anybody tell me what program everyone uses to make weapons and how to make maps. And if you could send me a link to a tutorial as to how to use the program..thanks

Well, if you want to make a custom map for PC, then download Halo CE by Googling it, and you need. So you need the "HEK" and "3dsmax"
