You can get HEK( the key to modding "Halo CE") here. It comes with a large tutorial that should get you started, but no tut is perfect so you may need to get help with some if not alot of details. It's a big download (264mb worth).
As far as skins go i think you have to make a level to get new stuff in.

Ok...I will try to make this as brief as possible. Since you have modded PC I assume you already have the skin you want to put into a level right? Well if you do then open up your Halo CE root directory and go into data. In there make a new folder called vehicles if your skinning a vehicle. Within that make another folder called banshee then inside that bitmaps. Past your .tiff skin you want to put onto a vehicle into that folder. Then open up tool and if it already says: C:\Program Files\Microsoft Games\Halo Custom Edition\ then after that type in tool bitmaps vehicles\banshee\bitmaps hit enter and it will convert your skin into a useable file for CE. If it give you a warning about the alpha being too big then open up guerilla and navigate to where it saved it in tags\vehicles\banshee\bitmaps and open it up. The second section down click the drop down arrow back and change it to compress with explecit alpha and then save and exit. Go back to your tool prompt and hit the up arrow and it will run the same function again and this time you shouldnt get an error. Now open guerilla and navigate to the banshee folder within the vehicles folder and go into shaders. There is a shader called banshee.shader_model open that tag up and go down to the section called maps. Look for the box called base map and click the box with three dots next to it and then go to your converted bitmap and click open. Hit save and your done! The one catch is you have to have a map of your own to put it into. So if you know someone with one or you have one add the banshee in sapien and compile the map and when you go into you will have your newly skinned banshee. I hope that helped. You can PM me if you want and have any other problems.
