I already beat it 100% but don't have enough money to buy all the cars i want, and don't feel like racing races i have already done.

Sounds like the same as mine, except I have about 50% complete, I never do those city things. Well, here is what we DO know. There is a way to edit the money, look at Jay FNG, he is like the master at this stuff, but he made a 0% complete save with 999,999,999 dollars. There is a way. I guess we will have to find out on our own.
