Vehicle Speed

I know you can do this easily in HMT but I am having some serious probs getting that prog to run. In the meentime I was wondering how you would change the speed of vehicles in a hex editor? Your help will be appreciated.

Umm... Goto a vehicles meta and go ahead 2F4 bytes and the I think right there it's bytes 4-8 that control speed.

HMT is full, there is no demo or anything...as for it not working, try installing .net framework from the microsoft website.

Ok, thanks. I tried to download the .net framework, but whenever I hit the download button it brings up the download window, but just says preparing to download. It says that for hours. Any idea why or how to fix?
