Could someone point me in the direction or help me learn how to create a chrome or even reflective effect with models?

For rendering it you can press M, change the material to raytrace and just click on the tick next to reflection and change it to about like 20.

If you want to do it in game, I think for halo you need to make a cube map so when it moves it will show this image accross the model according to the point of view. So I think you just apply some shader.

Okay, i've heard the term cube map before, but I don't really know how to create one yet.

As far as creating reflective surface for a weapon though I still need an actual texture on it, right? I don't think it would let me export models without them, as in just the diffuse color.

Yeah, you need the texture, and you just apply a shader which will make it seem to be reflective.

Is the shader application something that I'm doing in 3DS or in Guerilla, so far I haven't done anything with shaders other than creating the shader_environment tags.... would I be manipulating elements in there?

It is in guirilla, and that doesnt manipulate anything. Im not sure what shader you need for the cube map though.
