what do I need to do to change the size of the plasma pistol charged bolt?
do I do it in hex editor? if so how would I?

no you need to use hht to do this but then it depends on just how big you want it.
If your talkin plasma pistol bolt then change the mgs2 tag to plasma rifle bolt that should make it a little bigger but you will lose the green colour.
As for the charged bolt well use HHt to see what effects the charged bolt uses and then find their partical effects open your map in HMT and select them providing you have the PART plugin and just mess about with the size of these effects till you get someething you like.
