you dont skin CE
if you downloaded the skin it was probably for PC
existing levels werent meant to be modded, thats y you cant see that crap

you need the HEK for those folders, which installs the tags and stuff as well. i think what you downloaded is a tag, not a skin. tags are for putting things in to your own maps, not ones you've already downloaded.
