OK, aperntly, Wav file dont work lol, it has to be a MP3 file.... now it works
ARG.... the sound files keep messing up, they start going faster and faster, in halo before they messed up they crash it when changing the permutations to the next sound.... anyone experianced with custom sounds know whats going on?

I finaly got working sounds! WOOT, WOOT! it was thanks to your converter, but I dident use it on the working ones, my computer would crash if it played 2 permutations, I had to look at the chunk data (the 001, 002) and check what wav quility it was (PCM 22.050 HZ mono 16 bit), and then made one of a song as a whole file and saved it as a PCM 22.050 stereo 16 bit, and learned that to tool command was tool sounds sound\music\music\NAME_HERE ogg 41000, I was always told to use ogg 1 (other that the 41000, I had the rest correct, and I had tryed every PCM stereo 16 bit before lol), thats the big resond I couldent do this with out you converter, so I dont use your converter, only learn from it lol
WOOT WOOT 4 SOUNDS!

I have made a HUGE amount of fixes to the program
- Fixed the premutations freeze
- Added a box to let you set the premutation length (With a cut-off time)
- Re-written in vb
- One exe instead of a bunch of other crap
- It will let you convert all ready made sound tags to wav's with no quality loss
and would release them except for the fact that I'm pissed at a couple "Certain People" and I figure do to them what they did to me

It doesn't work for me. I placed it in my Halo CE root directory, and the .sound tag-file it spits out is only 300 bytes. So there's no possible way there could be sound present in the file.
It's probobly something on my part, but it seems no matter what I try, creating sound tags just doesn't work for me no matter what I do
I guess I'll just troubleshoot this..
And that slow fading is rather annoying at times, I'd prefer it if you took that away. And the colors are a horrible selection. Sorry for being mean, but that's what I think
