Ok, found this on the Gearbox forums

Couldn't find out anything more on the HAE a.k.a. HEK v1.02, but found a d/l for it.

There you can get Tool++ (GUI wrapper for tool.exe), HAE (Halo Animation Editor), and HEK v102.

NOTE: HAE and HEKv102 are totally different programs

Can i use this instead of the TOOL that comes with HEK?

I cant get the HEK tool to work, so could i substitute this one in?
