PMI the pelican, and add a warthog in as well using eschaton.
Open eschaton, and using the reference swapper, Under the warthog+ vehicle's tag, change the mod2, antr, and coll from warthog to pelican.
Now mess around with tags, make the driver have control over the weapon, and you should be able to toy around with stuff from there.

Make the gunner seat the same as the driver seat in the hogs and you can drive and shoot at the same time
