If he cant see the sites home page then he wont be able to register.

Are you using x-forwarding or some other means of IP masking / Proxy?
Or have you been previously banned from the site?

First one seems more likely, as the second one would direct you to the banned page.....

Ihave regesartd 1 week ago and got no confermation email then i signed up a new account 3 days ago and go no confermation email still Y is it doing this

It's not anymore.

HPC is now read-only for most people, and almost every account was deleted. Everyone has access to the tutorials again, you don't have to (and probably can't) register.
