CE: custom sound tutorial

I see way to many people that cant get their own custom sounds, so I made a tutorial, the one thing that always messed me up was in the wav\xbox\ or ogg that they dident say a number that they knew works, this one tells you oggs
I probly dident get it perfect, but it should help you with your sounds more that most other things, that converter tool causes exception to easly, cause it only seems to go through 3 split files before crash, this makes it one single
if you are having a song with words, remove the part on active cammo pick up that says about playing over music or what ever, because that will make it start over again
