Well, before I begin I would like to thank Shalted and the rest of brok3n halo (mostly shated) for figuring this out and helping me with this. Now that I've said this, let us begin.
What you will need:
---------------------------------
1.) Halo 2 Maps
2.) TfAv1228's Internalizer
3.) Adobe Photoshop
4.) Dothalo
5.) Insolence
6.) Other plugin you need are at the bottom of this tutorial
---------------------------------
1. Ok, first off, you can do this few ways. For this tutorial, Open up the Internalizer. Once open, click the Open Map button and locate a map. Once you have got your map, scroll down until you find the following bitmap:
effects\bitmaps\contrails\condensation_contrail
Click on it, then click the Internalize button. After you click that button, locate the Shared map (shared.map) and click on it. It will internalize this image for you. When it is done, close the application.
2. Now that our bitmap is internalized, open Dothalo and locate the bitmap:
effects\bitmaps\contrails\condensation_contrail (*note: it is in the btim tag)
Now, click it and the Raw Data Editor should appear with the image of the contrial. At the bottom of this window, click the Extract button. Save the file anywhere you like.
3. Now, before we go, get the DDS plugin I included at the bottom and put it in the following folder:
C:\Program Files\Adobe\Adobe Photoshop (verson)\Plug-Ins\File Formats
Now that is done, open Photoshop. Open your DDS you saved from Dothalo. Now, click on the channels box and go down to alpha.
(*note: For Alpha Channels, Black is invisible and White is visible.)
Color the whole thing black, then make a desgin in white. When you are satisfyed with the way it looks, save it as a DDS file.

A window should appear. Save it as a DXT3 with Mip Maps. Now, go back to Dothalo and click the inject button and find your new image. If you did it right, it should appear in the preview box on the raw data editor. Close Dothalo now.

4. Now, get the .ifp file I have included and put it in your ifp folder in Insolence. [(insolence folder) -> Plugins -> IFPS] Open up Insolence and then open your map. For this tutorial, I will change the thing for the battle rifle. So scroll down the the nhdt tag and click on ui\hud\battle_rifle. Now, go to the button that says Edit Mode and it should change to Dev Mode. Now click on UI component. On the drop down box where it says 0, click on the down arrow and go to 3. Now click All Dependancies and where it says bitm, find the bitmap:
effects\bitmaps\contrails\condensation_contrail
Now go back to Edit Mode by clicking the Dev Mode button. Click on UI Component and go to 3 again. Make Full Screen Image #, Split Screen Image #, and Quad Screen Image # all the value 0.
5. Now all you need to do is resign your map and play!

*Note: The DDS image must be a DXT2/3 or DXT4/5 in oreder for this to work.
