Finaly i found out how
*requirements:
Bitmap Internalizer
Entity (if you prefer)
DotHalo
adobie photoshop, DXT.Bmp
MSPaint (if you dont have photoshop use with MSPaint.)
Lets get started!...
UPDATE: you can use entity to internalize the bitmap and to extract and so on...
ALSO: when you go to the meta editor if the nhdt on the list at the top click on the crosshairs chunk change the full,
split, quad screen to 0.(this makes the bitmap seen on split screen or quad screen.
open bitmap internalizer and any map of your choice to add the custom reticule to.
click on: effects\bitmaps\contrails\condensation_contrail.
internize and locate your shared.map

now when your bitmap is internalized you have to open dothalo and
go to the bitmap tag and locate:
effects\bitmaps\contrails\condensation_contrail.

extract the image to any folder.
now when that is done you have to open dxt.bmp, adobe photoshop,etc.
NOTE:if you use dxt.bmp you have to export the alpha only and edit the alpha through paint.
now if you would like to make more then one custom reticules i recomend
that you should clone the condensation_contrail.
now with your contrail edited to a reticule in Dothalo open the nhdt tag and click on the weapon now for example i will use the SMG.
in the dependencies window click on the: ui\hud\bitmaps\new_hud\crosshairs\hud_reticles (there should be two)
and change them to:effects\bitmaps\contrails\condensation_contrail
