Can all xbox and xbox 360 games be modded?

I was wondering that because Halo 2 on the xbox has the ability to be modded,all games have that. I hope they do because I could mod Dead Rising for the 360. Can someone shed some light on my theory?

In theory yes. But, you'd have to understand how the files work/are coded, get them on your pc and figure out how to extract/inject tthings from them.

Everything can be modded, but some games require a great deal of work before you can make even the simplest changes.
