Fallout 3 Console

How do I get the console to appear in Fallout 3 vista?
I have uninstalled the infrared driver and have done extensive research, but to no success.
I'm running on a 1920x1080p 16:9 widescreen monitor.

Are you pressing the ~ key or the `/¬ key?

I know what key to press (~`) It just doesn't do anything when I press it.

Console is like reading size 5 font on that resolution, try typing valid items in the console such as 'tcl' for noclip, and hit enter.

If the desired affect is in play, then it's the resolution.
Else, I'm not sure.

I fixed the problem but forgot to post.
A media feature on my keyboard was re-assigning the buttons, so I replaced that driver with the default 109 key driver.
