You gotta give us some info...are you:

Looking to get a Vista or XP based system (or PC vs. Mac for that matter)?
What will you be using this PC for?
A fan of any particular brand when it comes to parts (ATI vs. Nvidia, etc)?

3500 is well over enough to buy a great media/graphics/gaming computer..especially with XP. I don't have the knowledge to recommend much to you, but I'd start looking into lesser known computer companies like Voodoo...Though their cheapest is still a little over your budget. Though it's something to consider.

I won't be participating, but I will recommend you buy an Apple Cinema Display if you have some cash left over that you're willing to spend. They have amazing picture quality and work on PCs.

(You would probably shave off about 100-150 if you get the 8800GTX 768MB)

Updated with links to all the parts.
